On November 3, 2025, Prime Minister Narendra Modi is set to launch the ambitious ₹1 lakh crore Research, Development, and Innovation (RDI) Scheme Fund. This landmark initiative, unveiled during the Emerging Science & Technology Innovation Conclave (ESTIC) 2025 at Bharat Mandapam in New Delhi, aims to ignite a private sector-driven R&D ecosystem across the nation, propelling India towards becoming a global innovation hub. This move is crucial for strengthening India’s science and technology capabilities and achieving the “Atmanirbhar Bharat” vision.
The RDI fund is not just a financial allocation; it’s a strategic intervention designed to transform India from a knowledge consumer to a knowledge creator. For decades, India’s R&D spending has hovered around a modest 0.6-0.7% of its GDP, a stark contrast to global leaders like the US (3.5%) and Israel (5.4%). This new scheme directly addresses this gap, providing much-needed long-term financing to de-risk private sector investments in cutting-edge research.
India’s RDI Fund Structure: A Strategic Framework for Innovation
The PM Modi government’s vision is backed by a robust financial and administrative structure for the RDI fund. Here’s a closer look at the key details:
- Total Outlay and Duration: The scheme boasts a massive ₹1 lakh crore corpus spread over six years. For the fiscal year 2025-26 alone, an initial allocation of ₹20,000 crore has been earmarked, funded directly from the Consolidated Fund of India.
- Funding Mechanism: Unlike traditional grants, the RDI Scheme Fund will primarily offer long-term loans at low or even nil interest rates. It will also facilitate equity investments, especially crucial for burgeoning deep-tech startups, boosting deep-tech investment in India, and contribute to a dedicated Deep-Tech Fund of Funds. Notably, short-term loans and direct grants are explicitly excluded, emphasizing sustainable, long-term research commitment. The fund will cover up to 50% of assessed project costs for transformative RDI projects at Technology Readiness Levels (TRLs) 4 and above.
- Administration and Governance: The Department of Science & Technology (DST) will administer this pivotal fund. A Special Purpose Fund (SPF) will be established within the Anusandhan National Research Foundation (ANRF), which is chaired by the Prime Minister himself. The ANRF will act as the custodian, disbursing concessional loans to second-tier fund managers like Alternative Investment Funds (AIFs), Non-Banking Financial Companies (NBFCs), and Development Finance Institutions (DFIs), who will then finance eligible R&D projects. This layered approach ensures efficient and targeted capital deployment.
